赌神高进(周润发)约了“赌魔”陈金城(鲍汉琳)一个月后决战公海。
高进刚抵香港，即与南哥(杨泽霖)交手，南哥指使越南杀手追杀高进。刀仔(刘德华)与女友珍(王祖贤)阴差阳错下，救了误堕陷阱而失忆之高进。刀仔发现进精通赌术，利用其天份搵钱。
刀仔将高进搬回家中护理。进妻Janet(张敏)见进失踪多日，欲报警却被进堂弟高义(龙方)阻止，当晚更醉酒将Janet奸杀。
另方面，高义决与陈金城合作将高进杀死，得知进藏身地点后一起追杀!龙五出现带众人逃走，进被的士撞倒送医救治，渐回复记忆，但忘记失忆时发生的事。刀仔欲与之相认及告知义乃不怀好意，却反遭毒打。
决战当日，陈金城三人设奸计令进陷于必败之地，展开龙争虎斗……

赌神高进（周润发饰）在公海一场惊天豪赌击败赌魔陈金城后，收刀仔（刘德华饰）为徒，带其回美国将毕生绝技传与刀仔。一年后，刀仔在龙五（向华强饰）陪同下重出江湖，代表师父以赌技致力慈善事业，号称赌侠。另一方面赌圣阿星（周星驰饰）欲拜赌神为师，遂找刀仔引见。两雄相遇。互展计谋绝技，平分秋色。此时陈金城义子侯赛因为替义父报仇，设计在赌船上打着赌神旗号，企图千尽东南亚所有阔佬，并使赌神身败名裂。侯赛因一伙设计挟持龙五龙九和阿叔，叫刀仔不敢揭穿其真实身分。在最后时刻，刀仔和阿星并肩合作，一用赌神绝学，一用特异功能，终于在最短时间赢得巨额赌本，并施巧计战胜侯赛因。阿星也如愿以偿见到赌神。
